July 4th was a federal holiday since 1870. In 1938, it became a paid federal holiday, but Congress failed to include D.C. federal workers for compensation in that act. Finally, in 1941, Congress amended the 1938 act ti include D.C. federal workers.

The Rebbe's letter
The Rebbe makes it clear that it was done in 1941 close to Chof Chez Sivan the time when the Rebbe came to the United States.
