You don’t documentation to put on tefillin. Most Goyim would not be interested in faking it to do that anyway. You need documentation for conversion.

Number 3 is 100% correct we should never put tefilin on with anybody that says they are Jewish on the street until they can bring proof. How ridiculous.
The rebbe said just the opposite, many many times, that we should go in the street meet up with a person ask if they are Jewish and if they say they are immediately put on tefillin with them. Very simple.

One never knows who’s Jewish..amazing. In my rounds around Crown Heights spreading knowledge of The Noahide Laws,’ one of the 2,000 (approx.) people I’ve spoken to was an Afro-American with the family name ‘Shvei.’ (From Island of Jamaica).
