As a girl I am so curious as to the fashion at the event. I have a feeling it is something we girls an all learn from. Women covering their head with a head covering and I’m sure most people are modestly dressed.

To #1 the answer is Yes without Hashems name as the queen has no power over life and death. If you met the King of Suadi Arabia for example you would say full brocha with hashems name as he absolutely has power over life and death

SInce the head Shliach Rabbi Nachman AH Sudak received the OBE award in 2001 so many Shluchim and Askanim have been awarded / invited to the queens events.
