I see “the city” as a metaphor for galus, and “the palace” as yemos haMoshiach, where Hashem’s presence and majesty is abundantly clear. There is the macro version of this struggle on a universal level, but also within a person at every moment. If we can keep sight of our inner royalty, we will I”YH being about the revelation of Hashem’s malchus.
I think through the lyrics she is intending to show that despite not all places, specifically the city, being a place where we feel like princesses (ie we have bad days or feel down,) we must remember that we are in fact royalty as holy neshamas.
